I'm all for doing things for the sake of fashion, but explain to me what weather negates the need for a scarf, yet no sleeves on a dress? Either it's cold or it's hot, but Heather Locklear, Queen of the Mismatched Patterns, can't seem to make up her mind, as she jets out for a shopping trip in Beverly Hills yesterday.
